Unbootable PC - wtf?

I have a normally stable PC with the following specs:

WinXP
TBird 900
512MB RAM
Kyro II Vid Car

It suddenly went into an endless loop that prevents booting. After POST, it freezes and puts up a warning screen that says windows didn't start properly. There doesn't seem to be a way out.

Any suggestions on how to fix?
 
more info: this happened once before and once I could get into safe mode and shut down the problem went away...
