Was surfing at some link where a ton of popups came out of nowhere... in my effort to close all the windows, I accidently "accepted" some stupid download.

I've been scannign with different pieces of software for hours. Computer still has popups and crap all over the place.

What's the best software to rid of spyware/virus?

Ugh. I need a beer

I sure here that a lot, but DAMN, it's such a PITA to get everything working normally from a use-level account. Device drivers, especially (thinking Creative Labs apps and such).

Sounds like you need a new computer. Dell has some good deals.

The second option is to set the IE security settings to high.

Ugh, this happened to me once. You probably need hijackthis.exe too. I had to run SpyBot, Adaware, HijackThis, and some other utility recommeded by the HiJackThis program.

best advice:

counterspy
some decent antivirus: avast! is free
make sure you block windows messenger service
disable system restore while cleaning, or you'll be cleaning all the time.
uninstall any installed apps that look suspect.
get a good registry tool like Regclean - made by Jouni Vuorio - its free.

Friend had spyware, he got rid of all of em with:

Booting in safe mode
Ad-aware
HiJack This
Panda Online checker

But I would just backup data, format.

How is formatting extreme?

Your system was compromised on an admin level account, are you really considering any other option but formatting?

You probably could have reformatted, reinstalled, and reloaded everything by now. But have fun trying to install 10 more apps that still won't quite get it all. :)
