unauthorized address change?!

so i've been waiting and waiting for packages to arrive from ebay sellers and online vendors and today i received a voicemail from some guy who lives in a different city who tells me he keeps receiving my mail and he got my cell phone # from the t-mobile bill that was mailed to him...
i've never changed my address and i'm wondering if it's possible that some other person might have done this...possible an ebayer that i've had problems with... is it possible to change a person's mailing address by only knowing their name and address? i'm gonna talk to the people at the post office first thing tomorrow morning but i was just wondering if something like this ever happend to anyone else before?

i feel kinda bad now accusing this online vender of their slow service and me not getting my stuff.. :|
 
yes it is very easy for someone to fill out a bogus "change of address" form from the USPS. All the person has to do is fill it out and drop the form in the mailbox.

It's a federal offense...but I figure it is very hard to track down the culprit
 
anyone know if this will affect UPS or FEDEX deliveries? i'm expecting packages from them...
 
When you change it back you will get flooded with junk mail. My roommate never got any until I moved in and filled out one of those damned change of address forms.
