unable to unlock taskbar help!!!

So I've installed Windows XP a lot of times and I've never had this occur. Suddenly I cannot unlock my taskbar. The option is completely greyed out and then I cannot even make my start menu non-classic. There is no option for some reason!
 
Interesting. Is it WinXP Home or Pro? You're logged on as an Administrator-class user?
 
windows xp pro administrator-class user. When I do log in as root administrator (not just class) I can, but I cannot for some reason as administrator-class. I can install programs, control panel, regedit, but for the life of me I cannot unlock the taskbar. I even went so far as to manually change the registry entries, but they go right back. It's really kind of bugging me out.
 
Fun! 😀 Well try this: Start > Run > Away Screaming-- oh wait. Uh... Start > Run > gpedit.msc, drill down to User Configuration > Administrative Templates > Start Menu & Taskbar and see if you can jar it loose in there (there should be an item or two pertaining to disabling changes to the Taskbar). figured it out...I had previously just copied and paste a bunch of registry optimizations. Didn't notice that one of them had a nice 1 for "LockTaskBar"...yes I'm retarded 😛
