Unable to open programs in WinXP Home

Hi,
I am working on a system where in XP Home when you double click to try to open a program, it does not open. I've tried to right click to open and it doesn't respond. Also I ran the anti-virus software to scan for viruses and nothing comes up. I also tried to install adaware but I can't install it because of the program opening issue. Does anybody have any idea what can be causing this? I am trying to avoid a re-format and install XP Home. Any help or suggestions would be helpful.
