Unable to format or save to floppy

I cant seem to format or save to ANY floppy disc. I tried to format an old floppy and it said "unable to format disc is write protected". So I buy new floppies and when I try to save to them or format them it says the same thing! Any ideas?

Im in WinXP.
 
I've had bad luck with floppy drives dying. Do you have a spare FDD you can try?
Long shot: I've seen some BIOS which can make FDDs read-only. Any BIOS options like that?
Or there's the try-another-cable test.

Those are the only things that come to mind...good luck.

I think JCIV has got it - check the BIOS setting under Peripherals or something like that and make sure the floppy drive setting allows both read and write
