Unable to download TI Connect?

I am trying to download the TI Connect program for my TI-83 Calculator. The first time I tried it froze at 28%, the second time I tried and it stopped at 71%. I tried on my laptop connected to my wireless network and it froze at 28%. I tried on my secondary desktop and it too froze at 28%. My GF at school got it to download just fine and send it to me via file transfer over AIM, the transfer froze at 28% also. What the hell is going on here?
