unable to customize toolbar

when i try to customize my toolbar by clicking view the only thing that i am able to de is add text lables.
there is no option to lock or unlock the toolbar or customize.in ie6 cant add or remove any buttons

can anyone help with this.
win xp pro for an os

What toolbar? If its a problem with IE download mozilla firefox. Your life will be so much better.
