Un-Refreshing issues with Radeon 7500 vs 9600 SE

I have been running a 64 MB Radeon 7500 PCI (ATI) for well over a year, and in Display Properties it lists the wide variety of resolutions and refresh rates one would expect. I just tried upgrading to a Diamond Stealth S90 AGP (128 MB, nVIDIA FX 5200) and only 60 HZ rates were listed, as well as popular resolutions missing (like 1280 x 1024). This was the case in both Display Properties and in the nVIDIA digital display menu. I called Diamond and they had no idea what was up. I just replaced that card with a 128 MB Radeon 9600 SE AGP (VisionTek Xtasy), and the normal resolutions showed up, but the refresh rates are still nowhere near the 7500. In all cases, I have tried both the bundled driver CDs and the latest downloaded drivers. My monitor drivers are up to date as well.

Does anyone out there know what's going on here?

I'm running XP Pro (SP1) on:
Athlon 64 3500+
MSI K8N Neo2 Platinum
2 GB Corsair XMS PC3200
Viewsonic VP211b (soon to be joined by a VP17b little brother)

If you are using them on a LCD it is probably showing only the refresh rates that the LCD supports, 60 or 72hz. LCD's don't run any faster.
They don't have an electon gun scanning through the screen you don't get flicker like a crt so 60htz looks great.
