UN announces temporary pullout

THE United Nations yesterday announced a temporary withdrawal of its international staff from Baghdad amid increasing concern about security in the Iraqi capital.

The UN secretary general, Kofi Annan, said he had ordered the withdrawal to reassess the conduct of UN operations after recent attacks appeared to signal "a new phase" in postwar violence.

The decision came as the United States called for a speeding up of plans to put Iraqi security forces on the streets of Baghdad.

Mr Annan said the UN did not intend a permanent pullout from Baghdad. "Of course, it depends on what further developments are coming, but it is not our intention now to pull out totally."


So tell me again why we should let the UN run Iraq reconstruction?

Well, we may not be doing a perfect job, be we are willing to do it.


We are also heavily armed, and Paul Bremer has the luxury of working in a fortress and traveling around in heavily armored vehicles with helicopter gunsips and a platoon of infantry with armored fighting vehicles escorting him.

NGO's can't work like that.

Notice the ICRC, Doctors Without Borders, and a host of other NGO's have pulled back as well.

Are they all pussies as well?, unwilling to do the job?

We have officially taken on the role of occupying power, as the OCCUPYING power we have the DUTY to enforce law and order and provide the conditions for civil society to function which includes NGOs. If we can't do that, I don't see how you can ask unarmed people to come work in a situation that is clearly untenable.

I dont think any of those organizations have been wanting to take over the role of US operations.

I think you're refering to the Red Cross

An agency spokeswoman said the Red Cross faced a dilemma, needing both to provide essential services and to keep its staff safe.
"If you want to be accessible it means that you cannot have concrete walls," Nada Doumani told the BBC.
"We will never ask for armed protection because this means that we are putting aside our neutrality, and this is unacceptable not only in Iraq but anywhere else in the world where we are operating," she said.
"So we just still hope that the message can be put through to the people who did this that in fact we are neutral, we are impartial, we are not linked to the coalition forces. We have no political agenda in this country."
