UML modeler?

Hi all -

I'm working on designing a new project, and need for the first time ever to have solid specs for other people to work from as well.

I know UML modelling, but don't have the software for it. I was wondering if anyone could suggest a good (preferably free) UML modeller I should look into?

The only two I know of are Visio and Rational Rose. I'm not sure what each cost(I think Visio is much cheaper), but they both work quite well.
