Can someone tell me what's going on here? Why do I have two task bars? It doesn't happen all the time but it's been happening rather often recently.
 
Looks to me like you have two windows open, and one is minimized. Don't know why they're not side by side though.

No I have two taskbars. I should clarify that.
 
it seems like whatever program you're running has it's own taskbar and you're supposed to hide the standard windows taskbar.

I'm running WindowsBlinds, but that doesn't seem to have any active effect on what's going on. I can unload it and my visual style will go back to normal, but I will still have two taskbars. I can unlock the start menu and move both of them around, but I can't get rid of either one of them.

no you just have a tall taskbar, because you only have one clock...

righht click on the taskbar, make sure "lock the taskbar" isn't checked, and then go right to the edge of the taskbar at the bottem click when you see the double headed horizontal arrows and drag up...

i had a nice one but had to re-format last month. ticked me off since i can't find it again

Nope, if I change the taskbar to one row, it'll just have two taskbars, side by side. I should've done a screenshot of that, but right now it's working fine. That screenshot was taken a few days ago.

kill the "explorer" process

while still under task manager, glick on "File," then "run," then type in explorer.

I've tried mostly everything, except for Dan's suggestion. Never thought of that. I'll find out if it works next time it happens.
