Is there a gate guard? Usually they'll let them in.

Otherwise the florist will ask for a gate code or something, or will call the recipient to let them in.

getting into gated communities is easy, just wait for someone to pull up the gate and follow them.

If the terrorists wanted to deliver biologicals such as anthrax, they should get jobs as florist delivery men. They can take the legitimate van into gated communities or restricted office buildings, people will lean down to the powder (pollen?) dusted flowers and take a deep inhale. ("No, the recipient was not expecting this delivery; it's a SURPRISE!")

By the time symptoms arise, they wouldn't be in that job anymore.
