Is it possible to use the Bottom PCIe graphic slot and still run at 16x, I've noticed that when i tried this it only ran at 2x. Can i reverse this somehow in the bios???
 
NO.

You can swap the SLI jumpers and make both slots 8x slots though. You shouldn't see much of a performance hit if any.

Yea man, just move the jumpers. I modded my board to SLI, just for kicks. Moved the jumpers and replaced that crappy chipset fan with a Zalman passive. Moved my video card to the other PCIe port. Much quieter, no performance hit (well actually published hit is 0.02% I believe).
