My brother is about to buy a $300 sempron at BestBuy.
I told him I can build him something better than that.

I have several old PC's around & a pretty good 350watt psu & copy of XP.
What is a good mobo/cpu/ram/videocard combo for less than $300?
Wanted it to use an videocard verus integrated video so hopeful it would run some games.

Thanks for any suggestions.

Modular, you need some help with that linky there:

Fixed link for combo

Fixed link for card

I agree with this one as well, having jumped on the OEM 3400+/S754 board deal for $99 from the Egg in September, only to have a 3400+/S939 deal come up less than a month later. Be aware that the combo deal is OEM, so you'll need a heatsink fan.

For a video card, I suggest the Biostar V6202EL63 6200 LE. If he's looking at integrated graphics right now, surely the 6200 will be plenty for him.

For RAM, I suggest the Patriot PSD251266781H Signature Series 512MB DDR2-667 for AM2/LGA775, or the Crucial RM6464Z40B 512MB DDR-400 for s754/s939.

Then, depending on the price range, try these (prices from newegg include video, ram, CPU, board & shipping):

$176.50 Sempron 64 2800+ & ASRock K8NF6G-VSTA
$227.51 Opteron 144 & Epox EP-9NPA7I
$280.51 Pentium D 805 & Gigabyte GA-945P-S3
$308.50 Athlon 64 X2 3800+ (65w) & Biostar TForce 550

Obviously the X2 is your best bet, if you can afford it. You may be stuck with the Sempron setup, though, if you need to buy a bunch of other stuff like hdd or DVDRW.

I agree 100% with Modular's CPU/MOBO deal at newegg, that looks really nice.

BFG has a 7600GT with an even better rebate on it if you want to get something in that range

If you wanted something cheaper (before a rebate) go with a 7300GT maybe

Although with the rebate on the 7600GT, this wouldn't make too much sense.

Also the 7300GS cards start around $50 if you're getting too close to your budget limit.

The 7600 will definately let him play games and the 7300 should be good as well.
Good luck
