The big difference is that this is a course and you are supposed to be graded by how well you can accomplish the task. So, it most definitely is cheating when you get someone else to do the work for you and submit it as your own work.
In the work environment, I hire someone to get the work done. I only care if the work is done. I don't care if the guy I hire actually subcontracts out the work to someone else.
