UK members - is this phone still for sale?

I need a CHEAP unlocked phone to use with SIM card in europe and south america. no frills phone.

Local seller has a used one for 20$ but wiki page says I could pick it at various stores for less than 10 british pounds. is this still accurate or out-of-date?

Are there other prepaid phones I could buy that I could swap out SIM cards later when traveling different countries?

you can buy it on ebay cheap or at&t prepaid phone you can unlock by yourself.
