I want to order some things from a UK website. when you order it asks where you are from or where the items will be shipped to. Being from the US, I select United States.
On the "my cart" page, it says VAT (Included within the EC only) and it shows a charge there.

Should it be charging me that if I'm not in the EC or is it going by where the store is located? I'd be saving a good bit of money if it wasn't charging that.

As far as I can tell, you shouldn't have to pay VAT if you're resident outside the EU. You may need to contact the store directly to arrange this.
