Well, so far Japan has never had a Chernobyl or 3 Mile Island type incident. They've got a better track record than the US and Russia.

I would be more worried about Yakuza sales to NK or to "the Highest Bidder" <coughAlQuedacough><DrEvil>for one MILLION DOLLARS</DrEvil>. That much plutonium could pollute most of the planet if dispersed in a dirty bomb. Interesting read, but I don't really think much of it. It hasn't really been proven either way if reactor grade plutonium could be used to create WMD's, afaik. Personally I tend to side with those that say it isn't possible to create a nuclear bomb out of reactor grade plutonium. But hey, I'm no nuclear physicist, so what do I know?

IIRC, there are 13 confirmed, de-classified broken arrows (yes, the military actually calls lost nukes broken arrows). The US knows where they are but has deemed them unretrievable. I'm willing to bet that the military has these locations under surveillance.
