Iiieeee!!! Well folks, his name is Brandon, and he's a year younger than me. More than two years academically. Pretty cool guy I guess, and we have some interests in common. Fun to talk to, although he really does talk a bunch- speaks whatever is on his mind, ALL the time. That drives me bonkers, but not enough to really care.
So "Wheeere's the beef?" you ask? He has his own little Aiwa bookshelf surround sound stereo, but added a 10" KLH subwoofer onto it... and is pissing off our neighbors left and right with bad rap music (not even some of the few tasteful stuff!). Tragically, girls as well who live under us. He flat out told me that he doesn't care about our neighbors and what they think (despite being told by several others to turn it down... and we've only been here for 3 days!) and cranks rap music when he's here like it's going out of style (and I hope it is). And I mean LOUD- it's mostly really hard hitting deep bass.. the kind that travels for miles. I told him he was going to piss off the neighboring girls under us and he says, "man, they're not even neighbors! they're just like, girls that live under us." I actually typed out a nice apology, 'contact-me-if-this-is-going-on-when-I'm-gone', letter to the girls that live underneath us, and slipped it under their door (they bang on their ceiling at 'us' on a daily basis at the least). Mainly just to get on their good side, so it's not the room above them pissing them off, just him now hopefully. What should I do?

He just isn't there most of the time to 'regulate'. Anyway, Brandon ranks in the top 50% of roomie's I've had SO FAR, I just wish he'd keep the bass down.
