I accidentally ate one nirnroot too. It happens.
They're all around. Just keep your head on a swivel while roaming the countryside. If you talk to the guy in Skingrad (underneath one of the Inns) he'll point you to a small lake that has about 3 of them.
Another tip: Dont use the instant travel too much. You need to run around and swim to build up your athletics skill. It makes you go faster which makes the WHOLE game go much faster. Same as Morrowind. Jumping is good for the same reason. You need to jump as often as possible. Eventually the acrobatics skill buils to the point that you can access places without a fly spell. It also makes for a good running combo.

As for the fish scale quest: Activate the quest, then go outside to the area it takes place. When you see a green marker you have to follow it to find a fish. Kill him, (which is tough for a level one character) and search the body for a scale. When one dies you get a new green marker for another fish.
Repeat 11 times and you're done! :)
