Ugh.. Drag and Drop not working!

So let's say I want to drag something from my desktop to C:\Program Files\New Folder

When I do that, it makes a shortcut instead of dragging the file into there... Fix?

Last time I checked my Windows 3.0 manual, shift + click & drag = move. Control + click and drag = copy. I think that's remained constant throughout versions.
