As bad of an idea that this seems to be at first glance, I wonder if there are any decent arguments in its favor. Clearly you need to get cops to marches, protests, etc. I imagine regular cop cars could be damaged in these kinds of disputes and that it could be expensive to fix them. At what point is it good to have a vehicle that can't be damaged in such circumstances? Maybe in the long term it would cut down on repair costs?

in reality very very few police force's actually need anything like this. BUT many are buying them since they are cheap and many of them get it for close to free. then they find the upkeep on such vehicles are very high.
