I have old desktop pc in the closet I am thinking of install ubuntu on it and act like a file server for windows xp desktop and vista notebook but I dont know if windows can read ubuntu? I know ubuntu can read windows xp but i have no idea about vista home premuim.

Yes, Windows can read Ubuntu just fine. There is a package called Samba that provides SMB support so that Ubuntu can host shared folders and files.

You might do better with this topic in the *nix Software forum.
