Ubuntu hangs when booting from CD with no hard drive in the system

It gets IO errors on device hdc, which I assume is because the disc is disconnected, but it can't seem to recover. It then goes to an initramfs and if I type reboot, just gets stuck in the same loop. It should be able to run without a hard disc, right? I am now downloading 6.06, the version supported until 2009, to see if that works any better.
