Ubuntu 20 LTS - not dropping dead connections

Running a postgres12 database here.
So when a connection is dropped (kill task) its zombified on the ubuntu box, and it never dies.
This hits me in the face when running out of connections for a pg connection pool.
Initially I thought it was a postgres problem, but task killing putty on my windows box also leaves a zombie connection. Forever. I would have thought for sure there was some keep alive mechanism that would detect the dead end... bit no. Oh yea, Ubuntu had the same problem on ver 18 too.
Oh yea and its running on esxi 6.7
Any ideas? 🙂
