hit shut down in start menu within first minute of computer being turned on and it will shut down

in any other shut down instance the computer will go into standby mode arbitrarily and can only be fully shutdown by holding down the power button or cutting the power off in the back of the tower.

ideas?
seems like a software thing to me... maybe hardware though...
