Washington will provide financing, while Moscow will dispatch experts and equipment

i'm not so sure i like the sound of that. i would rather it be the other way around, but hey, anything is better than nothing.

It can't really be the other way around, since Russia is in a bit of a bind financially. Personally, I would like to see America do all of it, but we can't all get what we want.

What's wrong with Russian experts? They made those reactors to begin with. They have the equipment and expertise to retreive the fuel.

i seem to be forgetting which former communist country has the ability to sell nuclear componants to terrorists, and which former communist country has disenfranchised scientists and politicians willing to do said things.

to the extent you are implying that an effort to FUND the recovering/cataloging/consolidating of fissile material is objectionable because of the "disenfranchised scientists" you may want to consider what would be worse - to NOT FUND anything and let these people continue to not be paid, or to FUND the effort and begin this important task.

The longer this job is ignored, the more material is going to leak out and end up in the wrong hands. We'll be lucky if non-state actors ONLY get non-fissile radioactive material or ONLY get one or two nuclear devices. Unless this effort is made a priority, people are going to die, lots of people - if you live in an american city, or care about anyone that does, you should be concerned about this.
