You haven't gotten good answers here. In some cases, blank spaces on PDF documents can be filled in but not saved; in other cases, blank spaces on PDF documents can be filled in AND saved; and then, in other cases, blank spaces cannot be filled in, printing of the form is the only option.
How is this determined? By the creator of the PDF document, not you, the user.
For an example of forms that can be filled in, while viewed in a PDF reader, visit the IRS website and open a tax form such as From 1040.
Note: you might complain about this to the folks creating those grant application forms. If they get enough complaints, they might change the forms so that blank spaces and be filled in, inside your PDF reader. I see no reason why they would not be willing to do this.
