TX signal too high? (cable modem)

I am getting very inconsistant connection with my cable modem service after they recently upgraded bandwidth levels for all customers.

Tech support said my TX signal is too high and they gotta come out. I guess that refers to upstream power level....which I checked and is at about 20.

Is that really too high?

What do you guys have for a TX signal?

I think most cable modem users can just use page ...click signal and then see what is your upstream power level?
