1. Because I guess some of the female members of the forums didn't like it or something.

2. I think it just means they are inactive.

1. Somebody got upset that people were looking at scantily clad women and discussing them on a public forum, so the mods now have decided it's not okay to do so.
2. The theory is that the cells are dangerous terrorists who, at the present, have never committed an act of terrorism, but might do so in the future (hence the term "sleepers"), so it's okay to arrest them.
