1: How do I find out which users are currently logged into the domain? I know you can see via Computer managment > Shares > Open Sessions, but that just shows connections to a computer.

2: How would I go about granting a user rights to change power managment settings only. There is no option in group policy. Its only for Certain applets in CP.

I'm not entirely sure about the first question... If you have enabled auditing of logon events you can view the logs and see when people log on and off. I don't know how to create a definitive list of who's logged on at a given time however...
That said, if you get a netbios scanner, you can scan every machine in the domain and get a list of logged on users. If that's helpful I'll find you a link to the program I use.

To give people power management rights, you'll need to create a new security group and assign it the appropriate rights in the domain security policy. Then add the users who need those rights to the group and it should work.
