I want to customize a notebook from Dell or HP.
Does Dell or HP charge tax as well?
I would also like to buy memory from outside source, maybe from newegg.
Is there any compatibility issue on motherboard of Dell or HP I need beware?

Dell and HP do charge to the best of my knowledge Or to confirm, you can always just configure it, and almost get done and then see if there is tax.

Generally speaking no. I think that generally you may want to avoid RAM that is 'too' cheap, or has no reviews. I usually get Corsair as my budget RAM that just works, so that is my recommendation.
