Two identical Sparkle PSU sound different?

The fans inside might have come from different manufactuerersereres.

Chances are, they just bought lots of fans for as cheap as possible from different companies and used them in their PSUs.

yep, it all comes down to the fans. Just replace the fans as you see fit for the sound level/cfm you wish to have. Also, if the age of the two psu's is different, one of the fans would obviously be older than the other. Ball bearing fans will tend to get noiser over time.

I don't think FSP/SPI just use whatever they can get the cheapest. I have seen Yates Loon a number of years ago but currently Adda and NMB (both of which are known for decent quality).
