Are there two different forum sign-up / sign-in and accounts for this forum and the comments associated with the articles?

The forums are not used for commenting on articles. I believe that is a separate system.

Pretty sure the login for article comments is the same as it is for the forums.

They are different. People with accounts on the forums will need to sign up on the main page before being able to post comments there.

Just try using your username and password there, you will get a "Login details are incorrect" message.

Weird I do use my username & password here as I do there. But I seem to have been a member for so long that I can't remember creating a seperate account with identical credentials.

You must have at some point. When I first became a mod, I noticed a few troll responses over there, so I was call to respond. However, my login info here didn't work, and I found out the article comment section is different than the forums. For example, if I notice a spam or inappropriate comment there, I have to contact one of the admins who handle the main site to deal with it, as moderators and directors of the forums have no access to that content.
