Update: I ordered the parts below.

I am getting ready to upgrade.
I Already have a case and 550W Mushkin power supply.
I would like to stay around $500 or less.
If you know of a cheaper option that is almost as good, please let me know.
I'm not into overclocking, so perhaps a more stable and cheaper CPU would be good.
My main object is to play TF2 and GTA IV without frameloss on decent settings.
I currently have an AMD64 3000+ and an AGP 7800GS.

Edit: Whoa, I had DDR3 RAM and a DDR2 only motherboard. I swapped that out for the DDR3 version.
I also added a hard drive because my other HDDs are older and not 3.0gb/sec.

I added a bumped down version of the CPU for a $40 reduction.
It is the non-Phenom, so it doesn't have the L3 cache and is only 2.8GHz instead of 3, but it is 95W and I don't really care about the "Black Edition" because I am not overclocking.

I had a DDR2 only motherboard, so I changed it to the DDR3 motherboard.

You should be able to play both just fine with that.
GTA may not be highest settings but it will be plenty smooth for you.
Obviously TF2 will be fine as the req's aren't as high

I had to pick a cost/performance stopping point.

I think the 5750 should be sufficient.

The actual interface difference on the HD between 1.5Gbps and 3Gbps is pretty irrelevant, a platter drive can't saturate it anyway. The older HD's may be slower just due to hard drive improvements and platter density but the interface alone isn't worth the money to swap out.
