The Problem

The solution, at least for me:

I was running WIN98SE, switched to ME....that cause the above problem to disappear, but the television program crashed my computer when it was run in ME...

I went to www.driverguide.com and signed up, searched for tv wonder drivers, and found one labelled 3.0.

There was an error, but that was corrected by including TVWonder.pdf (from ATI cd installation) in the install directory (thanks to a guy I don't know named Shaun)

Once the drivers were installed, I moved the card to a different PCI slot and specified an IRQ of 7 in the BIOS. That way, it wasn't sharing an IRQ with any other cards, as far as I could tell.

Now the card works as it is supposed to....hope this helps somebody out.
I don't know which portion of my process is the one that actually fixed the problem unfortunately. I expect that it was the IRQ assignment, since Shaun said the new driver I installed was actually the same as version 2.0

Anyway, good luck

edit: I've restarted my computer 6 or 7 times and tried the television everytime, and its worked for me so far
