tv video out resolution

got a geforce mx with s-video tv out

connect it to a tv with no monitor and can see bios screen when start
however, no windows screen.. all I can see is horizontal lines...

I am using 1024*768

does tv only take 800*600 ?

btw, does the refresh rate matter ?
