I'm not sure about this but I think that I read somewhere that there is software you can download that will run in-conjunction with your tv-tuner card to descramble cable or digital cable channels? how does that work? Does anyone know what this software is called? thanks

Sadly, that's illegal. I know they exist for pal, ntsc is very hard to find.
