I know someone who has an older Vista PC with an ATI TV Wonder 650 PCIe card in it and he uses media center with it. His new PC is going to have Windows 10 on it. Any idea if the TV Wonder 650 PCIe will work in 10 (drivers) and if it will work with 3rd party software like Mediaportal, XBMC, or similar?

Otherwise, any suggestions for a good tuner (internal or external USB) for Windows 10?

I have a same card, XMBC AKA Kodi is just front end, you need PVR backend that is compatible with ... I've tried NextPVR and it did see all the ClearQAM channels. Setting up both apps is somewhat PITA and I've given up.

No luck on the ATI TV Wonder 650 PCIe. Not only does it not work in Windows 10 from what I can tell, it doesn't work in Linux either so no Mythtv backup plan.

The best TV tuners in my opinion are the HDHomeRuns. The connect to the home network instead of the machine directly so any machine on the network can access the feed. The HDHomeRuns are also widely loved in the HTPC community and can be made to work with almost any PVR system. I use mine with Kodi via a TVheadend backend.
