TV troubles -- RCA universal remote can't bring up menu, can't get all the channels.. help!

i have an Emerson TV that is a few years old, and my RCA universal remote can't bring up the menu option for the tv to scan for all the cable channels. as it stands, i can only get channels 2-13. would buying a new universal remote solve this problem?
