TV to PC: TVPC

From the site you linked: "TVPC runs Quicken like a dream, and on most TV's it looks great, but there are times when those pesky small graphics of yours are too small." That would be much of the time!

If they use nvidia graphics then it is likely that their TV-out uses a Brooktree chip, which is inferior to the ATI Rage Theater TV chip on the Radeon and others, in many people's experience.

It looks like they are trying to market a PC with TV-out as the multimedia solution of your dreams, but in truth you are on a better track (I think) with your Radeon and other stuff you have in the works.
