TV to PC Converter Question

I'm looking for a TV to PC converter that I can watch TV through pc monitor without desktop pc, and found one that may be it, but I'm not sure whether it needs desktop pc, or not.

i am using something just like that made by kworld. works fine @ 1024*768 75hz.
