Have a link?

If it's a widescreen tv, I don't think you'll be able to use s-video to get the right resolution and even if you do it's probably going to look like crap.

Does the TV have vga or dvi inputs on it?

The TV's resolution doesn't matter, s-video output will always be 480i resolution. The Radeon 9800 will map up to 1024x768 to full screen output, so set your games to 1024x768@60Hz.

... only to have the Radeon's TV-output scaler scale it back down to 640x480? Nah. Run at 640x480 for NTSC and 800x600 for PAL, and use your graphics card's headroom for anti-aliasing and other eye candy.

I've gamed over s-video plenty of times, 1024x768 scaled to 480i is better than 640x480 in every case I've tried. YMMV however, it is pretty easy to test it for yourself;)

Why 800x600 for pal anyway? PAL is 720 x 576@50Hz, why would you not use that resolution like NTSC?
