TV out will not work

I just installed a new Xelo Nvidia TNT2 M64 32mb video card with a tv out but for some reason I cannot get anything to come up on my tv. Tv is set to auxillary and cable attached to video In on Tv and video out on PC. There is no Display tab to select the TV option in Display, Settings, Advanced. I installed using the original CD. The card works fine except for the TV out. The Tv out option is the reason I upgraded, please help.

With many of those cards, you're supposed to have the TV set connected and powered up before you start the PC, else the TV-out won't activate. Try that.
 
No it didn't work. It has to be something to do with there being no "display" tab. Two other people I know have TV out cards and they have it. They choose which monitor to use under this tab. I tried uninstalling and reinstalling but nothing.
