TV-OUT Question

I have PC with a ATI 9000 Pro connected to my 27" Sharp TV via S-Video Cable. The question I have is this.

When connected there is this wavy line that constantly scrolls up my tv at a very slow pace. It kind of looks like the lines you will see if you are watching a TV show and they have a computer monitor in the background. Also I have noticed this same thing with different video cards connected to this TV and others. Any help at why this happens would be greatly appreciated.

 
i had this on my geforce2 mx... but not always... not sure what the problem is, but ensure all your connections are good and the distance isn't too long... not a real "answer", but merely a suggestion

edit: my problem occured with rca cables (obviously converting s-video to rca near the computer and going the distance after that)
 
i don't think cable length matters. My friend has a 25 foot s-video extentsion to his tv and its fine on his geforce4mx440
