TV-Out Quality

I got a LEADTEK GEFORCE2 MX200 32MB AGP with TV OUT- OEM and I tried hooking up my TV through the S-Video out and the resolution was horrible on my TV. The maximum resolution was 800 x 600. My TV is like 10 years old, but it's a Toshiba! It must be still good! It's a model "CF27C50". Are only HDTV's possible of displaying resolutions of 1024 x 768 and higher?

10 year old Toshiba's (10 year old anything) have lost a lot of picture tube life compared to when it was new.
But that is not your biggest problem. (on another note, did you fix the shrunk and distorted TV picture yet?).
I think your Toshiba has an internal board for Svideo, full of adjustments that can go out of wack after a few years.
Try using your composite video jacks, and if it then looks better, svideo board has problems.
If when using composite video it still looks as bad, then that's all you are gonna get with that setup.

"Most" video cards with TV out only do 640x480 at 60hz, and 800x600 at 60Hz.
Going to 1024x768 or higher will not correct the image quality.
Text was not made to be displayed on anything but a monitor. On a TV, even with the best stuff, it will not look good.
Video, graphics and games, can look good with the right stuff.

I use a $100 scan converter, (TView Gold) and it easily does 1600x1200 at 150hz on old 13 year old Sony 53".
At the resolution I normally use, 1024x768 at 85Hz, while video, graphics and games look GREAT,
Windows desktop text and icons are readable, but that's about it.
For text, you can adjust font type and size to greatly increase quality, but still are limited, and best text is only useful for web browsing.

I don't think your card is known for good tv-out quality either. 640x480 or 800x600 doesnt really mean much in terms of that kind of clarity on a monitor because TV's do ntsc 320x240<-- i could be wrong on the specific resolution, so it will never match anywhere near in terms of clarity of a monitor.
