TV-Out Problem

I have a Visiontek Geforce 4 ti4200 and whenever I output video to my tv it comes out pixelated and color-deficient. It's kind of hard to explain. Basically, if I output a movie that looks fine to my TV the colors are off wether I set them at 16-bit or 32-bit and slightly pixelated. The S-Video cable I'm using is fine because it outputs video from my roomates GF2MX perfectly. The card itself is an OEM I believe (It's missing the DVI output), but it uses the Conexant CX25871 chip. I'm using it under Windows XP. Is this a problem with the card, Windows XP, a combination of the two, interference, or something entirely different? Also, in case it matters, I'm using it on a fairly slow machine (PIII, 450MHZ, 320MB RAM).
