Tv-Out problem with win2k/xp professional

This is the problem.

I have a system setup which I want to use a TV as the monitor. The Video card I have is an ATi128 All In Wonder Card. The card shows the post, bootup and win98 desktop. Works in dos...But the moment I throw in 2k or xp in the system..the moment I hit desktop...nothing. The screen goes blank. I can get monitor but not TV. So I guess the question is..What am I missing? I'v lowered the resolution and color..no help. Is there a setting I should know about? Thank you!
