TV-out on a cheap card?

I would appreciate advice on a card for our third machine. We have a spare box that i'm going to be filling with various extra components that we have lying around principally so that it can be networked and play video to the TV when our main machines are in use. The guts are a Duron 1400 with 500 megs of ram.

I need a video card with TV-out. As it's our third machine, gaming performance is largely irrelevant. A search for the cheapest cards with TV-out on Newegg suggests the R7000 is the cheapest option (Gigabyte 64 meg version is $36) , but will this be of reasonable quality for what i want to do? Price is most important criterion here.

This is just to a regular TV, not HD-TV or anything like that.
